8311644: Server should not send bad_certificate alert when the client does not send any certificates

I backport this as prereq of JDK-8350807.

Resolved import in test file TLSBase.java because later change 8330278: Have SSLSocketTemplate.doClientSide use loopback address
was already backported.

Tests all pass.
