Add new module sentieoncli/dnascopelongread

copy of #10292 but re-opened as an nf-core org branch to be able to reach the sentieon test license server

A module encapsulating the sentieon-cli dnascope-longread pipeline.

• Add meta
• Add env, maybe (sentieon-cli is not available thru pip/conda)
• Add dockerfile/container
• Add tests
