Currently
SuppressibleTreePathScannerstill skips suppressed trees, even if we turn on ignoreSuppressionAnnotations. This causes false negatives for checks which match onCompilationUnitTreeand have custom tree scanning logic in the BugChecker, rather than relying on ErrorProneScanner (eg).
