Fixes to the Duna decision, still needs localization, however.
Gives Androphagia a custom flag. Additionally, makes the heritage less bad and more thematically fitting.

Fixes missing igk_mission_BUTTON_TOOLTIP localization and corrects the mission task tooltips to accurately show that 15 aggressive expansion will be lost instead of just 10.
This may have strange consequences for certain tasks
