The release previously ran pnpm publish on all five packages every release, and npm rejects duplicate versions - which forced the whole monorepo to move versions together even for single-package changes. Each publish step is now gated on a live registry check: a package whose package.json version already exists on npm is skipped; version-bumped packages publish unchanged in every other respect (same provenance, same order). Detection logic verified against the live registry: an existing version resolves as skip, a new one as publish. Workflow-only change.

versions together even for single-package changes. Each publish step is
now gated on a registry check: a package whose package.json version is
already on npm is skipped; version-bumped packages publish with the same
provenance settings as before.

The #115 resolver built the output-writing command as a string but
never executed it, so every publish step's if: saw an empty output and
was skipped: the v4.3.2 release run resolved all five packages to
publish and then published nothing (run 37897354034). The verdicts now
append to GITHUB_OUTPUT directly. Verified against the live registry:
all five 4.3.2 versions resolve to publish and the outputs land.
