There is currently rather awkward behavior since I am not sure how the quick retract interacts with this logic. I left it decoupled, and all delays are independently set, but we may want to rethink this in the future and lock the retraction to the duration of the refractory period (iti duration). Not sure.

@bruno-f-cruz tested on rig and when there is a lick in quiescent period, trial stalls forever in the quiescent period if quiescent_period_refractory_duration is none and get this error if defined

@bruno-f-cruz still seeing the behavior of infinite quiescent period if refractory time is none
