tsgen adjust and add phpgen.

1. HTTP 报头字段如果带 ’-‘ 给这种字段加上引号。
2. 把 interface 的类型 改成 type 。
3. 修改 ts api 和 request 方法的参数，给一些 ts 加了类型声明。
4. ts api 请求添加可选的 url 前缀 和 自定义 body。
5. php 生成器 phpgen。
