add 0xDB device attrs and docs

Reason & Detail

1. we should publish midea-local lib and update midea_ac_lan.
2. still under testing
3. add docs will be done.
4. add translate will be done.
5. some attrs still under test and need to confirm, maybe remove or change before merged, so test version may need to reconfig your device attrs.
