Pull request description:

  Add a developer note about avoiding `fs::PathToString` in RPCs, and improve some other `fs::PathToString` comments.

  Developer note might have been useful in two recent review comments:

  - bitcoin#23398 (comment)
  - bitcoin#23155 (comment)
