[Local catalog] Add experimental toggle for local catalog

Description

This PR adds a user-accessible toggle to turn off local catalog, from the Experimental features section.

This is a beta fix, as it was communicated to HEs as a backup solution if users have issues with the catalog.

Test Steps

• You can change the toggle in Menu > Settings > Experimental features
• The toggle should start switched on
  • For new installs
  • and for updates
• The toggle's value should be respected immediately, not cached, whether turned on or off
• The toggle should only show on iPads, not phones.
