Prep for 1.7 Release #81

This PR includes prep work for the wolfCrypt JNI/JCE 1.7 release:

Adds source and test folders to Maven pom.xml
Adjusts WolfSSLKeyStoreTest.testLoadSystemCAKeyStore() to skip with Maven or on Windows
Fix build compatibility with latest FIPS 140-3 native wolfSSL builds
Fix Facebook Infer warnings related to potential threading issues (OSX)
Update Windows Visual Studio project file and README
