This add docs boilerplate and basically reserves the https://warcio.readthedocs.io namespace.
I took the liberty of setting this to point at my fork's "docs" branch (this branch actually) but can change this one's this (if) is merged.
Currently the documentation index.rst is a symlink to the README.md, but it's good enough to start.
I'll try to add the API interface next.
