Fix bootstrap-sass-official to 3.3.x (inside bower.json)
Add a .ruby-version 2.7.5
At least fixing the bootstrap-sass package is required for a smooth first startup. Newer versions of bootstrap sass (3.4+) deprecated some stuff causing errors on building the project's sass (css) files.
Adding a fixed stable ruby version made sense since it is required for compass to run (scss compiler to css).
