This fixes a bug where local proxy routing and flags is not working when the
VERCEL_ENVisproductionRouting should always work when the local proxy is running. The local proxy is only started by
turbo dev, so this won't add the redirects to production.https://turborepo.com/docs/guides/microfrontends#run-turbo-dev
