Fixes #1854 so static, segment-based OpenTelemetry consumers export spans from every step of a multi-step turn.

Why

Continuation steps restore the persisted ai.eve.turn span context with trace.wrapSpanContext(). OpenTelemetry treated that wrapper as a local, non-recording span because the restored context did not set isRemote.

Sentry's default static trace lifecycle then assigned step 2 and later spans to the already-ended local segment. It buffered those spans without another segment completion and did not export them.

A focused @sentry/node@10.69.0 harness reproduced the loss. After step 2 ended, the transport still had one request and no step 2 span.

Approach

A durable step boundary is a remote OpenTelemetry boundary even when two steps execute in the same process. Marking the restored parent context with isRemote: true preserves the trace ID and parent span ID while making each continuation step an exportable local segment.

The same Sentry harness then recorded a second transport request containing the step 2 span. The existing propagation test now locks in the remote-context contract.
