release: add draft notes for upcoming 4.1.0

- Remove our own Maxim DS3231 RTC and temperature sensor driver.
- Support new revision C of NXP MIMXRT1060-EVK.
- Use new unified DTS property names.
- Remove xtools toolchain variant references.
- Update all test output messages.
- Porting to new doxyrunner.
