Handle partially-overlapping frames

Just uploaded this so others can look over it and handle it better.

However this approach would only work for the reserved regions list, not the list of free reserved chunks. If you applied this to the latter, you could end up re-adding chunks to the free reserved list that had already been previously allocated.
