General cleanup and release prep. Notably:

Adding github actions run the linter, make releases, and publish releases
Removing gitlab stuff
Removing the duplicate entry point. We should only have one. If someone wants an alias they can add that locally.
updated pre-commit and trimmed the flake8 plugins
Not uneccesarily building a universal wheel.
More / better meta files.
