[Bug]: Can't change providers if forge cannot reach a previously configured provider #3858

Bug Description

I added as provider Jan.ai which runs a local server.
Then stopped the server.
Later on tried adding another provider

Forge will error with (as jan.ai is not running).

 ERROR: Failed to fetch models from OpenAI-compatible provider

Caused by:
    0: Failed to fetch the models
    1: GET http://127.0.0.1:1337/v1/models
    2: GET http://127.0.0.1:1337/v1/models
    3: error sending request for url (http://127.0.0.1:1337/v1/models)
    4: client error (Connect)
    5: tcp connect error
    6: Connection refused (os error 61)

And wouldn't change providers.
I had to open Jan.ai, run the local server, then change providers in forge while the local server is running.

Steps to Reproduce

Setup Jan.ai as provider with local server
Stop jan.si local server
Try to change providers in forge

Expected Behavior

Ignore the error and allow to change providers

Actual Behavior
