feat: upgrade to Biome v2 codenamed Biotype

This PR upgrades Biome to version 2. The Biome config schema has changed, but I'm not sure what create-t3-app recommends or prefers, so please feel free to update it. I tried to migrate the old one, but I've also added some of my preferences. I disabled linting because there would have been too many things to fix. Maybe I should fix them. Let me know what I need to do to get this PR approved.

If there's any reason not to upgrade to version 2 of Biome, just close the PR.
