What does the PR do

Adds libsds (Scalable Data Sync) library.
The actual implementation is in https://github.com/waku-org/nim-sds
And @kaichaosun did the magic in status-go codebase so that the SDS logic can be consumed by Status

The integration follows this path:
status-desktop -> status-go -> sds-go-bindings -> nim-sds
