What does the PR do
Adds libsds (Scalable Data Sync) library.
The actual implementation is in https://github.com/waku-org/nim-sds
And @kaichaosun did the magic in
status-gocodebase so that the SDS logic can be consumed by StatusThe integration follows this path:
