This PR switches to the new weather stations layer at features.stadtnavi.eu.
This requires, besides switching the url, a change to the layer name which is now
public.weather_stations.Note: This PR is currently blocked by an update issue in stadtnavi/digitransit-ansible#66
@Denis306 a corresponding switch should be done in the app, after stadtnavi/digitransit-ansible#66 has been fixed.
