Refreshed all container image tags for both Rocky and Ubuntu. This applies recent kolla build changes, so that aarch64 images are available for Rocky 9, and RabbitMQ now uses version 4.1.

Ansible Lint failures seem unrelated.

Added unrelated fixes for Pulp auth proxy role because linter said so

I thought the variable name constraint was ignored from our ansible-lint?

RabbitMQ errors after the upgrade. I might've gotten the config wrong during the build. I'll rebuild and try again

CI is fine now after rebuilding. I must've gotten the build config wrong.
Anyways, it's probably fine to force-merge now. The Rocky upgrade jobs have passed and they're the only ones we care about now
