Unlike other SSL properties, HttpClientSettingsProperties.Ssl has no enabled property

This was noticed while reviewing #51468. We need to figure out if it's an omission and, if it is, add the property with behavior that aligns with the other *.ssl.enabled properties we have elsewhere.

Hi @wilkinsona, I'd like to work on issue #51472 to add the missing 'enabled' property to HttpClientSettingsProperties.Ssl and align it with the other SSL properties across Spring Boot. Could you please assign this issue to me?

As you can see in the issue's description, we're not ready to proceed yet. This is also indicated by the issue's pending design work label. Thanks anyway.

We're going to treat this is a bug of omission. When SSL is enabled but no bundle is configured, the JDK's trust material should be used.
