[V3] add tui and revamp cli user interactions

CLI is currently modeled in an imperative style.
User interactions are lacking interactivity, and some QoL features are yet to be implemented.

v3 is not ready and I don't think it will be ready in near future. I was supposed to do the TUI and yes we wanted to use charm for it.
