is there a way for me to detect automatically the addition of such new compute platforms, so next time we don't need such PR?

I tried to find the repository that hosts download.pytorch.org, but couldn't find it.
Instead, the https://download.pytorch.org/whl/torch_stable.html index page is naming assets according to a special rule, so I think it's possible to find all the names by making an HTTP request and parsing the response.
