Adds support for
CI_SKIP_PATHS(comma-separated) andCI_SKIP_FILE(path prefixes from a file) tocheck_skip.sh. When all changed files fall within the configured skip paths, the CircleCI workflow is cancelled early. Skipping is bypassed for approved PRs.
