AI as Augmented Intelligence is most welcome here. Contributions that enhance human + agent collaboration are encouraged. What changed

• Added GitHub Issue template (.github/ISSUE_TEMPLATE/issue_with_ai.md)
• Added GitHub Pull Request template (.github/pull_request_template.md)
• Both templates embed the "Augmented Intelligence (AI) Welcomed" policy and guidance for AI-augmented review.

Why this change is needed

• To encourage contributors to submit well-researched and thoughtful Issues/PRs.
• To promote human + agent collaboration in line with the project's philosophy.
• To reduce vague/unclear reports/proposals and improve review efficiency.

How were these changes tested

• Manual verification by creating a dummy issue and a dummy PR to confirm template appearance and functionality.
