This PR adds the following new contracts:
ScrollChainValidium: Validium version of theScrollChaincontract. Instead of posting blobs, we only post data commitments, and finalize them using validity proofs.ERC20GatewayValidiumandWETHGatewayValidium: Token gateways that support stealth deposits to the validium chain.FastWithdrawVault: A sequencer-operated liquidity bridge back to L2.
