This moves the download_file function from
rustup_utils::rawtorustup_utils::downloadand pulls hashing and disk writing responsibilities out of the two implementations (curl and hyper).This is in anticipation of adding a third implementation.
I have ambitions of pulling this file out into its own crate, as both a useful utility and teaching tool.
