I'm proposing to add a new security category for binary and library crates related to cybersecurity, penetration testing, code review, vulnerability research, and reverse engineering.

Some examples of crates that would fit in this category:

Most of these (and other) crates aren't really a good fit for any other currently available categories, in my opinion. For this reason, many of them are currently in the very generic command-line utilities category or they aren't assigned to any category.

Thanks for the PR! We discussed this in today's meeting and category and potential crates seem reasonable to us. I'm not sure when this will be deployed, but we'll likely merge later today.
