Integrate E-Trace Encapsulation Integration

Integrate E-Trace Encapsulation Integration was ratified back in 2024, and its integration into the main document is pending, given it is a non-ISA specification. This issue aims to track its integration.

How would a non-ISA spec be integrated into riscv-isa-manual? It seems like it would make more sense to integrate it into https://github.com/riscv-non-isa/riscv-trace-spec or some other non-ISA catchall document.

@pdonahue-ventana I'm just adding issues for now as we still do not have an integrated NON-ISA manual.

@rpsene It is quite confusing to add an issue that is totally not actionable. I expected doc sig to first work out a plan of action and then when there is an actionable plan file issues to ask for execution.
