Replace long form id syntax with short form on antora-refactor branch #1813

Given that there's a bug in Antora that prevents processing of long form ids: https://gitlab.com/antora/antora-assembler/-/issues/17

replace all of the long form [[id]] syntax with shortform [#id] syntax.
