Doesn't really appear to be a SaaS?

I had the same thought going through the PR checkboxes, but I saw Android Studio and VSCode in the list, which aren't SaaS either and offer similar ways to use/install the tool I'm building !?

those are quite generic IDEs or IDEs for like some of the biggest platforms on the planet. This is a IDE thats focussed on a single service/tool, its too specific imo

You're the maintainer, the choice is yours.

I'm just trying to get more visibility and believed awesome lists existed to help with that. Especially when it's OSS.

They do, but you seem to work on the assumption that every awesome list should list every possible tool "for visibility" and that they do not have focus on subject matter. How would that yield a positive outcome, you'd have lists containing 100s of thousands of entries.

Instead there are 100s of awesome lists each with a purpose and goal and a theme of things they accept.

This one is for SaaS.

You are also under the mistaken assumption that the benefactor of these lists are the listed tools, they are not.

The people who have an interest in a category of tool has a place to go to find what they need. The people/readers are the benefactors of these lists.

If a tool get some benefit from being listed, its a unintended side effect, the list isnt there to benefit the tools.

Definitely, but the title of this list is "Free For Dev" and I saw a bunch of code editor/IDE that are clearly not SaaS, so I tried to add my own OSS and free to use code editor and runtime tool by submitting it.

At some point, FullStacked will be an open-core software which will have paywalled SaaS-like features. It's just early enough that it's currently fully free to use.

Anyway, If FullStacked is not enough in the scope of what you want to offer, this is your choice to make.
