What does this PR do?

Similar to devfile/devworkspace-operator#1435 , it's better to align dependencies here as well.

Bump controller-runtime and related dependencies to updated versions:

  • controller-runtime updated to v0.18.7
  • client-go updated to v0.30.1
  • devfile/api updated to latest main branch v2.3.1-alpha.0.20250521155908-5c3d7b99d252

What issues does this PR fix or reference?

Is it tested? How?

Bump controller-runtime and related dependencies to updated versions:
- controller-runtime updated to v0.18.7
- client-go updated to v0.30.1
- devfile/api updated to latest main branch
