What does this PR do?

Similar to devfile/devworkspace-operator#1435 , it's better to align dependencies here as well.

Bump controller-runtime and related dependencies to updated versions:

• controller-runtime updated to v0.18.7
• client-go updated to v0.30.1
• devfile/api updated to latest main branch v2.3.1-alpha.0.20250521155908-5c3d7b99d252

I'm waiting for a redhat-developer member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
