feat: make header and columns sticky and resizable - #314
This PR makes GitOps DataView list tables match Console: sticky Name/Actions, resizable columns with persisted widths, and a Reset column widths control.
See: GITOPS-10960
Added resizable columns across GitOps tables, with column widths saved per table and restored when revisiting.
Added a control to reset a table’s column widths.
Improved table navigation with sticky name and action columns.
Improvements
Updated table layouts to use flexible column sizing and clearer text truncation.
Added translations for the column-width reset control in English, Spanish, French, Japanese, Korean, and Chinese.
GitOps DataView tables now support sticky columns, column resizing, and saved widths with a reset control. List views pass table IDs and remove fixed width assignments. The change also updates localized reset labels, icons, mocks, and the PatternFly Data View dependency.

Added hooks to load, save, and reset widths by table ID. Added a translated reset button and integrated it with column management. Updated icons, mocks, locale entries, and the Data View dependency.
Table rendering and sticky columns src/gitops/components/shared/DataView/GitOpsDataViewTable*
GitOpsDataViewTable now enhances columns and rows, waits for saved widths, detects when sticky columns meet, and uses an inner scroll container when resizing is disabled. Sticky-cell styles were updated.
List tables now pass table IDs where applicable and remove fixed column widths and action-cell sizing. Project list styles now truncate selected text. Adjacent test formatting and generator export ordering also changed.

On narrow tables, some columns may become inaccessible; overlapping width changes may also lose saved preferences. Preserve horizontal scrolling before merging, and assess whether the bounded settings race warrants follow-up.

Keep the table scrollable when sticky columns meet.
overflow-x: hidden targets the actual scroll wrapper for both resizable and non-resizable tables. When the sticky Name and Actions columns meet, users can lose access to non-sticky columns. Preserve horizontal scrolling instead of hiding the scrollport.

Review the replacement and indentation, then test before committing.

@keithchong, take a look at this comment. It makes sense to me but this is not how console works. For console the horizontal scroll is disabled when Name expands/meets to the Actions column. For consistency, I mirrored console. Do we want to preserve the consistency or make this scrollable?
