The recent release qcs-sdk-python-0.21.18 should be fixed per rigetti/qcs-sdk-rust#531 (comment) This rolls back quantumlib#7127 and quantumlib#7126

Fails test on Windows 3.12. To be revisited after next qcs-sdk-python release or completely abandoned with cirq-rigetti removal. |
