Align the ORM command family with the published CLI engine 0.6.3.

The engine fixes the ArkType mismatch behind failed orm init / contract emit in fresh installs. The ORM must also use the same compatible ArkType minimum: updating only the engine pin reproduced TS2742 in ormConfigSchema, with the build trying to expose a second ArkType copy from a pnpm-internal path.

This updates the engine peer/build/test pins together and raises the existing ArkType ranges and catalog to ^2.2.7. No schema workarounds, type casts, overrides, or validation changes.

Verified:

• All public-package builds (83 successful build tasks).
• Init/emit tests: 87 passed across five files.
• Config-loader tests: 88 passed.
• CLI and config-loader typechecks, root lint, and frozen offline installation.
• The CLI, config-loader and SQL contract resolve the same ArkType instance as the engine.
• Publication conformance: all 16 public tarballs checked, including a clean toolchain install and all exported entrypoints.
• The JSON extension's existing tilde patch range now also starts at 2.2.7; its 56 tests pass. The affected E2E/integration typechecks pass, and real PostgreSQL and SQLite contract emission reproduces the committed fixtures without changes.

This does not bump the ORM release version. The subsequent ORM release must publish these exact peers before the unified CLI can consume it.
