The original code didn't account for a sensing agent state change going straight from ActiveObservation to Idle. When this occurred the sensing agent would be left in a state it couldn't recover from. Additionally, when a sensing agent moved from ActiveControl to ActiveObservation a similar problem could occur. This change addresses both these issues by altering the OnStateChangedAsync method.
