This PR adds a standard Logging interface. The interface was designed by referencing similar interfaces in various programming languages.
Please carefully review this interface and provide feedback!
This interface assumes the Logging plugins will handle configuration such as where to print logs (e.g. stdout, in a database, in a file). That behavior does not need to be set through invocations and does not need to be in the interface.
