*: clarify feature availability on Starter and Essential clusters (#20730) #20736

Updated multiple developer guide and vector search documentation files to include references to the Essential tier alongside Starter and other deployment options. Also updated tab labels to reflect the inclusion of Essential, improving clarity for users of different TiDB Cloud tiers.
Replaces the English 'or' with the Chinese '或' in the <div label="{{{ .starter }}} or Essential"> tab across multiple documentation files for consistency and localization.
