Update CI inputs: We run PHP 8.6/master only on Linux and not on Windows as releasing DLLs for master branch is not a good idea.

Thanks @shivammathur for jumping on this quickly. Can we change the docker versions to include Oracle Database 19c instead of Oracle Database 18. Even Oracle Database 11 is quite old and can be removed |

Ok I checked and there are no images for Oracle Database 19c, because there was no XE version. |
