Upgrade Tailwind to 3.4.0 #5671

Tailwind 3.4.0 has been released with some great additions like :has() and *: selectors.

The first commit upgrades the Tailwind version to 3.4.0. The second commit adds a new Tailwind class text-balance to the Phoenix tagline, making it look better on smaller screens.
