Might need to adjust the token being used, not sure which is the correct one we want to use (it should need to have the "project" permission).
This process also ends up effectively "re-adding" the issue to the project board (it doesn't, because the issue is already there at that point, but the add function seems to be the best way of getting the project board's issue ID that is needed later) - in short, we may not need the "actions/add-to-project" step.
