This PR is redundant with the author's own Jenkins CI setup (https://github.com/parallaxsw/OpenSTA/tree/master/jenkins). Can probably be closed. |

Irrespective of #84, this pull request adds GitHub Action tests to build and run from the
Dockerfiles in this repository. An example of the run is available from https://github.com/gnawhleinad/OpenSTA/actions/runs/10755025186.It looks like it's both systems are failing on
liberty_arcs_one2one...?
