Add Snap package support:smiley:

Releasable at the moment as qjoypad-ahimta because qjoypad is
already reserved in the Snap store:sweat_smile:.

Some BASH scripts are added to make it easier develop, test, and release
using the Snap:smiley:.

@panzi I have another open PR and wouldn't mind if you add me as a collaborator so I can just merge my own changes and be motivated to make more improvements especially that I use QJoypad quite regularly.

@ahimta Does your fork have issues with the ZeroOne mode where it moves the mouse cursor at a steady pace does not work unless you are actively moving the mouse? If so, check out my fork and see if it helps.
