Shouldn't it be "## Authorization Issues" instead? Otherwise if seems everything is grouped currently under authorization issues.

I think h1 here is ok. Troubleshooting MD should contain everything other than Authorization issue. We will have an h1 for FT and Evaluation

Put h1 auth header below section with h1 Troubleshooting header.

Everything outside Authorization is subsection of Troubleshooting MD
Added details to generally troubleshoot auth errors in AQUA. Added headers to allow us to throw errors from AQUA directly referencing solutions on the troubleshooting page.
For example:
if error is 404, list_log_groups --> we directly link the troubleshooting page and the section "list log group" within the Authorization Errors section.
