[GPU] bug fix for the calculating input index with shrink

Description of the issue: dynamic shape

• Kernel Initialization: Fixed missing variable initialization within the kernel.
• slice step Default Value: Changed the default initialization value for the slice step from 0 to 1.

Description of the issue: static shape

• In add_required_reorders pass, it ignores the constant node at test_format.
