Since #691 latest is recreated on every master push by a separate latest-release workflow, assuming it runs in seconds, before any build uploads. For #695 (3afaff3) its runner queued for 27 minutes: it started at 10:56, after build-macos (10:45), build-linux-arm64 and build-linux-ubuntu22 had uploaded, and deleted them. latest (and the nightly copied from it) has only linux / linux-gui / vs / vs-gui, so openFrameworks CI's build-cmake (linuxaarch64) gets a 404 for nightly/projectGenerator-linux-arm64.tar.bz2.

Now every build job runs scripts/ci_latest_release.sh before it builds / uploads:

• latest's tag already at this commit -> leave it (every job after the first, however late it starts)
• otherwise delete and create latest at this commit (the first job of the push, before anything of this push was uploaded)
• the commit isn't the master head (re-running an older master build) -> leave it
• two jobs creating it at the same moment: the second create fails and is ignored

latest-release.yml is removed. Checked the script with a fake gh for those cases.
