@rodmgwgu: I don't think we need a DEPR or any special procedure for this. It wasn't consumed by any other service or component, and it's essentially an internal configuration file.

Remove any role and permission definition from there that is already defined in the new schema, we will need to keep the g2 definitions there for now until we decide if we should support those in the schema in the future.
Implementation details:
Modify https://github.com/openedx/openedx-authz/blob/main/openedx_authz/engine/config/authz.policy, remove all "p" entries, only keep g2 entries.
Update comments and documentation indicating that authz.policy is deprecated and no new "p" entries should be added there.
